can this tool be used to tighten filter as well as remove

Hi Ralph. Yes, this tool can be used to tighten oil filters, but spin-on filters should not be tightened with a tool. We recommend following the manufacturer's specs, but all we have seen recommends hand tightening. This tool would assist in getting a hard-to-reach filter thread started, but it can easily over-tighten the install.
